All in all, I would say it's far from 'scammy' to put something in a bundle. The whole idea of bundles of stuff like this is that you get things that make it worthwhile for the audience to purchase it. And I would imagine that production of a book isn't cheap when you have to cover the costs yourself (which I imagine Casey and Co. have to do).
By the way, I'm fairly certain the limiting factor on the ultimate vinyl bundle is the variant of the vinyl. Not the book.

But if it's just the vinyl that limits the bundle why not then offer it with a different vinyl? Seems silly to me.

In which case they'll ship everything together when the vinyl is ready.
If you placed two separate orders though, one with the bundle, one with the vinyl, then I don't see any reason why the CD bundle should be late.
